My hesitation with putting this in nodetool is that it should only be called
post-0.8.3 (meaning CASSANDRA-2496) if:
* You got bitten by CASSANDRA-3259
* You got bitten by CASSANDRA-3351
In either case, both are resolved now so this would be a one-time thing to
clear out the bad states. This definitely shouldn't be called by a tool in any
sort of automated way, and I don't want to give users the impression that it's
a 'normal' thing to do, since that may paper over a real problem.
