Rather than relying on the Find*.cmake impls to find dependency leverage vcpkg
directly.
This idea has been floating around for a little while; there's even a
[preliminary PR|https://github.com/apache/cassandra-cpp-driver/pull/537] aiming
to do something like this. Creating this ticket to discuss the idea more
generally.
