Make the driver available to install via [vcpkg|https://vcpkg.io/en/] to
facilitate incorporation with existing C++ projects.
It looks like we can start by defining a custom overlay for the driver as
defined
[here|https://learn.microsoft.com/en-us/vcpkg/get_started/get-started-packaging?pivots=shell-powershell#3---set-up-the-custom-overlay].
A more complete option would involve submitting our project to vcpkg
directly; we can probably make that a phase two effort.
Note: we might want to add [conan|https://conan.io/] support as well; vcpkg and
conan seem to be the primary dependency management tools in common use.
