Fix multiple issues with GitHub Actions
- Replaced gradle/actions/setup-gradle (not on ASF's Actions allowlist,
causing CI to fail with startup_failure before any job ran) with
actions/setup-java's built-in `cache: gradle` input, across ci.yml,
publish-release.yml, and gradle-publish-disttar.yml
- Replaced docker/login-action with a plain `docker login` shell step
in ci.yml's build job, for the same allowlist reason
- Bumped JDK 11 to 17 in both release workflows; the build now requires
17+ (nebula ospackage-plugin, shadow plugin), so they were failing
independently of the Actions allowlist issue
- Replaced gradle-publish-disttar.yml's pinned gradle/gradle-build-action
with a plain `./gradlew distTar` step
- Renamed gradle-publish-main-release.yml to publish-release.yml and
reworked it: it triggered on every push to main but used
`tag_name: ${{ github.ref }}`, which is invalid for a branch ref and
could never succeed. Switched to workflow_dispatch with a required
tag input, and replaced the deprecated actions/create-release +
actions/upload-release-asset (hardcoded to a stale version string)
with softprops/action-gh-release, already used successfully
elsewhere in this repo, globbing the release asset instead of
hardcoding the version
