When a decommission attempt is rejected due to replication constraints, the
node is left in DECOMMISSION_FAILED with no in-progress sequence. A subsequent
forced decommission clears the replication constraint but does not clear the
stale failed state. The node proceeds through the full leave while reporting
DECOMMISSION_FAILED, an illegal state for a node that is actively and
successfully leaving the ring.
