*Improve Jenkins job defaults:*
Preserve branch and profile defaults across job redeploys and make parameters
available before the first build.
*Improve {{`run-ci`}} build monitoring:*
* Allow attaching to existing builds, offer matching running builds, store
Jenkins credentials in an owner-only file, and check cluster tools only when
needed.
* Prefer the configured Jenkins hostname, report split progress and clear
result summaries, and stop node cleanup after cluster access failures.
* Count all parsed test failures independently of the report detail limit, and
mark potentially capped totals in older reports as lower bounds.
