CqlToAvroSchemaConverterImplementation maps CQL decimal and varint to Avro
fixed(16) with decimal(38,19) and decimal(38,0), but both Cassandra types are
unbounded. A value of 2^127 or larger, more than 38 digits, or a decimal scale
above 19 makes the Avro serialization throw, and because the CDC micro-batch
retries from the same position, the stream stops advancing. This change
represents these types losslessly, or routes values that cannot be represented
to a skip/dead-letter path with a log message and metric.
