To add some more background, using replicate_on_write == false is dangerous
because it means you can (silently) lose increments just because of some
bootstrapping/move/decommission operation, and makes it easy to lose increment
if you have a disk failure (since increments don't get replicated until a
repair/read-repair is done). It also limits you to CL.ONE inserts. On the other
side, having the option to false avoids the read-during-write.
I'm clearly in favor of removing this option because imo the cons (of even
having the option around) outweigh the pros.
