To be clear, the rational is not shear pratical applicability. The problem is
mainly summarized by CASSANDRA-2389. To rephrase it, during boostrap/move you
will silently (i.e even though there hasn't been any failure) lose at the end
of the boostrap/move all increments that went to a 'leader' that loses the
range the increments is part of. I don't see a quick fix for that bug and a
non-quick fix is likely to add more counter specific code where imo there is
already *way* too much counter specific code.
