Patch implements jbellis suggestion.
also:
- refactored SSTableImport's methods away from static (class had static
internal state that was breaking tests in some configurations)
- added several tests to import that were missing (import sorted was only
tested in the case we indicated we wanted to import sorted but there were
unsorted keys).
- deletion info is serialized/deserialized with the same data as in
DeletionInfo.Serializer.serializeToSSTable
