What we want to do is have the CLS writes not evict other data from the page
cache... Looking closer I agree that SW is not a good interface for what we
want to do in CLS (assuming again that we make progress on 3578).
Maybe the right thing to do is to do 3578 first, then we will have a better
idea of the requirements here.
