Just glanced at the patch, but it looks like this just makes cql3 cfs not show 
up in describe_keyspaces calls right? Reading/writing to the cf would still go 
through and error?

If I'm looking at that right then it seems like we would want the opposite 
behavior. At least from my perspective, I would like to have an indication that 
the cf exists in my client even if i can't write to it.
