If we need flexibility to have file://<server>/<etc> vs. file:///, we should 
update the title and description of this ticket to reflect that - as Robert 
indicated, file:/// doesn't satisfy all use-cases.  Since this isn't a 
[windows-specific|http://en.wikipedia.org/wiki/File_URI_scheme] issue, we 
should update the ticket to reflect that as well.

I'm still in the camp that we should just fail start-up and perhaps give a 
touch more information in the exception handling regarding our inability to 
find their config file rather than attempting to munge with the provided config 
to find the file.  The prefix should be functional with standard URI formatting 
- if it's not we should let the user know and exit.
