[~snazy] I think we want to keep the behavior of throwing an IRE when you do
{{DROP INDEX IF EXISTS}} and the keyspace does _not_ exist.
It also looks like we're seriously lacking test coverage on {{IF \[NOT\]
EXISTS}} for DDL statements. I've opened CASSANDRA-7604 to address that.
