@borisstoyanov it seems like if you want a specific service offering you have to set it in the network offering table in the db. Cloudstack will use the default if not set and then use whatever storage pool is available. To make the deployment fail I can limit the storage allocators to local storage only if the variable is set to true and the VM is a system VM.
