This is a very old issue/bug (4.9). VR IPs are assigned to the VMs if I do
not mark as used in DB.

##### STEPS TO REPRODUCE
~~~
1. Assign new IP CIRD
2. Deploy VMs
3. At any point I can get the used IPs by VR to be assigned on a new VM. if
I try to change/assign the IP manually for a VM from cloudstack, I see the VR
IP as free, if is not assigned to a VM. Because it is used by VR, it will not
work on a VM ( IP conflict )

Any of these IPs: x.63, x.143, x.127, x.63, x.191 are available in
cloudstack to be used by VMs in case i do not mark them as used in database.
