I have tested in all the ACS versions, I thought this is going to be fixed, the reproduce steps are : 1. Assign new IP CIRD 2. Deploy VMs 3. At any point I can get the used IPs by VR to be assigned on a new VM. if I try to change/assign the IP manually for a VM from cloudstack, I see the VR IP as free, if is not assigned to a VM.
