`validations = {ApiArgValidator.NotNullOrEmpty}` could be a generic solution
in the `Parameter` annotation @shwstppr
`validateNonEmptyString` be called when any parameter is required while
processing the request itself rather than an explicit parameter or checks in
the service layer
