In attempting to retire a pod it was found that VMs don't update their
pod_id during live migration. We evacuated a pod but could not delete it until
we manually updated the VM pod_ids.

1) Create two pods, with zone wide primary storage.
2) Create a VM.
3) Whichever pod it lands in, migrate the VM to the other pod
4) list virtual machines in the evacuated pod. VM shows, and the empty pod
cannot be deleted (there are VMs associated with this pod)
extra 5) stop/start the VM. Observe the VM is now updated to the correct pod.
