Removing *listVPCs* rule on a Role removes listing network offerings too (no
networks offerings displayed in the Create Network form)
##### STEPS TO REPRODUCE
1. Base a new role on built-in User-role.
2. Remove listVPCs
3. Log in to affected user
4. Try to create a network
##### EXPECTED RESULTS
Still see normal network offerings
##### ACTUAL RESULTS
No network offerings displayed in the dropdown menu
