   ##### SUMMARY
   <!-- Explain the problem/feature briefly -->

   Management Server process is having high CPU utilization.

   ##### STEPS TO REPRODUCE
   <!--
   For bugs, show exactly how to reproduce the problem, using a minimal
test-case. Use Screenshots if accurate.

   For new features, show how the feature would be used.
   -->

   <!-- Paste example playbooks or commands between quotes below -->
   ~~~
       In this  setup, we have one Management Server and 2 KVM Hosts. The
current infrastructure contains one zone with the 2 KVM hosts and barely 2-3
Virtual Machines running. However, the management server Java process is
utilizing a lot of CPU resources.
   ##### EXPECTED RESULTS
   <!-- What did you expect to happen when running the steps above? -->
   ~~~
       The CloudStack management server process should ideally utilize lesser
amount of CPU resources considering the current infrastructure.
   ~~~
   ##### ACTUAL RESULTS
   <!-- What actually happened? -->
   Output of `htop`.
