The current VR based metadata delivery method to VMs is starting to get old, particularly where new network approaches are concerned - see Tungsten and other SDN, as well as Edge Zones. In many situations, configdrive based network information can alleviate the need for a VR, thus saving on resources and complexity. An effort was initiated a while ago in [issue 2872](https://github.com/apache/cloudstack/issues/2872), but nothing came to fruition.
