##### CONFIGURATION

##### OS / ENVIRONMENT

##### SUMMARY
<!-- Explain the problem/feature briefly -->
When creating a VPC Network as an Administrator, there is no option to
select a Domain or Account. Adding this functionality would improve consistency
with the “Add Network” feature for Guest Networks, where it is possible to
associate the network with a specific Domain or Account.
##### STEPS TO REPRODUCE
<!--
For bugs, show exactly how to reproduce the problem, using a minimal
test-case. Use Screenshots if accurate.
For new features, show how the feature would be used.
-->
<!-- Paste example playbooks or commands between quotes below -->
~~~
Log in as an Administrator.
Navigate to Network > VPC > Add VPC.
Attempt to create a VPC Network.
~~~
<!-- You can also paste gist.github.com links for larger files -->
##### EXPECTED RESULTS
<!-- What did you expect to happen when running the steps above? -->
~~~
Administrators should be able to assign a Domain and Account while creating
a VPC Network, similar to the process for creating Isolated Networks.
~~~
##### ACTUAL RESULTS
<!-- What actually happened? -->
<!-- Paste verbatim command output between quotes below -->
~~~
There is no option to select Domain and Account.
