[I] Alma and Rocky 9.5 cloud images crashing on boot [cloudstack]

   ### problem
   
   Trying to create an instance from Alma and Rocky Linux 9.5 qcow2 "cloud 
images". Result for rocky is below

   Trying to create my own image from ISO results in:

   ### versions
   
   Cloudstack 4.20 host runs Rocky 9.5 on Xeon 2680v4 using KVM virtualisation.
   
   ### The steps to reproduce the bug
   
   1. Use any of the latest "generic cloud" qcow2 images from Alma 9.5 or Rocky 
9.5 to create a template. Or use any of the latest 9.5 ISO to try and install 
from ISO
   2. Create instance with above template and boot
   
   
   
   ### What to do about it?
   
   I don't have this issue with 8.x . Unfortunately Rocky and Alma have wiped 
all pre 9.5 (9.x) images and isos off all mirrors so I can't test  9.2 or 9.3.
