[I] UI: No account selection in the zone creation wizard [cloudstack]

   ### problem
   
   UI: No account selection in the zone creation  wizard
   
   ### versions
   
   ACS 4.20
   
   ### The steps to reproduce the bug
   
   1. Have a Cloudstack environment  with multiple domains and account under 
those domains
   2. Navigate to Infrastructure >  zone > Add zone
   3. Provide the zone details
   
   There is no option to select the existing account

   4. The option to select accounts in available for PODs, Clusters,Host
