The thing is, along with CloudStack, I was also upgrading from JRE 11 to JRE 17. In my case, problem was fixed by reverting/adding the JVM options in the files under ./etc/default exactly as described in the article: https://docs.cloudstack.apache.org/en/4.20.2.0/upgrading/upgrade/upgrade_java_17_notes.html#java-version-upgraded-to-java-17 Check whether these options are present in your config files and whether they consistent with the same file in the GIT repository.
