### Description When registering a Kubernetes supported version ISO without specifying a zone, the ISO registration can fail if one or more zones lack an image store. The problem is that the ISO gets registered before the image store check happens downstream, leaving an orphaned ISO in the system. This PR adds upfront validation to check that image stores exist before attempting to register the ISO: - If a specific zone is provided, validates that zone has an image store - If no zone is provided (registering for all zones), validates all zones have image stores and reports which zones are missing storage This upfront validation prevents orphaned ISOs by catching the error before any resources are created.
