### problem When the HA VM restart host up is enabled, it is expected that when an out of band stop of a VM is detected, the VM will be power up again. However this does not happen in cloudstack 4.22 <img width="997" height="104" alt="Image" src="https://github.com/user-attachments/assets/bb007735-c4fb-4f84-bdb2-338d8a71018e" /> But after manually shutting down and HA instance from within the VM, it does not restart automatically. I only see these events generated again and again.
