### Description Admins using Deploy Instance with `templatefilter=all` can see SYSTEM templates (e.g. Debian-based system VM templates) when filtering by guest OS. This change filters out SYSTEM and ROUTING templates from the Deploy Instance template list so they are not selectable for user VMs. Fixes: #14414 ### Types of changes - [x] Bug fix - [ ] New feature ### How to test 1. As admin, register/use a Debian guest OS category 2. Open Compute → Instances → Add Instance 3. Select Debian guest OS / category 4. Confirm system VM template(s) are not listed 5.
