Hi! I'd like to work on this issue.
My initial idea is to make Quota bill only the cumulative record
(vm_instance_id NULL), which matches the behaviour before #11531.
Before I start, I'd like to confirm with you:
1. Is billing only the cumulative record the intended approach?
2. How should we handle the duplicate records already written to
cloud_usage and quota_usage by affected versions?
I can open a PR with the fix and tests once we agree on the approach.
