   ##### SUMMARY
   <!-- Explain the problem/feature briefly -->

   I have automated the deployment of Cloudstack with Ansible following the
Quick Installation Guide. Now I want to continue configuring it with Ansible.
There is no documented way to configure programatically the admin credentials:
password and API keys so that a full automated deployment is feasible.

   ##### STEPS TO REPRODUCE
   <!--
   For bugs, show exactly how to reproduce the problem, using a minimal
test-case. Use Screenshots if accurate.

   For new features, show how the feature would be used.
   -->

   <!-- Paste example playbooks or commands between quotes below -->
   ~~~
   Follow the Quick Installation Guide.
   There is no way to configure the root password or create API keys without
using the interactive UI.
   ~~~

   <!-- You can also paste gist.github.com links for larger files -->

   ##### EXPECTED RESULTS
   <!-- What did you expect to happen when running the steps above? -->

   Should be possible to setup the admin password on initial management server
configuration, for example:

   ~~~
   cloudstack-setup-management --admin-password XXXXX --generate-admin-keys
   cat /etc/cloudstack/management/admin.properties
   ~~~

   ##### ACTUAL RESULTS
   <!-- What actually happened? -->

   <!-- Paste verbatim command output between quotes below -->
   ~~~
   I can only setup admin credentials via UI on initial configuration
   ~~~
