## Description <!--- Describe your changes in detail --> Sometimes it can happen that a host is dead (admins know) but CS is uncertain and VMs stay in the 'Running' state. CloudStack will not perform HA at this moment because it can't be sure the VMs are dead. With that in mind, this PR proposes an API-call (and UI button) where you can manually declare a Host as dead. All VMs 'Running' on that Host should then be set to 'Stopped' so HA can kick in. ## Types of changes <!--- What types of changes does your code introduce?
