Health Checks on VR
~~~
##### CLOUDSTACK VERSION
<!--
New line separated list of affected versions, commit ID for issues on master
branch.
-->
~~~
4.14.0.0 LTS
~~~
##### CONFIGURATION
<!--
Information about the configuration if relevant, e.g. basic network,
advanced networking, etc. N/A otherwise
-->
advanced networking with public link on VR
##### OS / ENVIRONMENT
<!--
Information about the environment if relevant, N/A otherwise
-->
VMWare Hypervisor (may happens on other hypervisor as well)
##### SUMMARY
<!-- Explain the problem/feature briefly -->
If you deploy redundant VRs the Backup VR will set the public interface to
DOWN until it gets MASTER. As long as he is BACKUP the gateways_check.py will
fail as the link is DOWN.
##### STEPS TO REPRODUCE
<!--
For bugs, show exactly how to reproduce the problem, using a minimal
test-case. Use Screenshots if accurate.
For new features, show how the feature would be used.
-->
<!-- Paste example playbooks or commands between quotes below -->
~~~
deploy redundant VR and execute the health checks. gateways_check.py will
never pass on the BACKUP VR.
~~~
<!-- You can also paste gist.github.com links for larger files -->
##### EXPECTED RESULTS
<!-- What did you expect to happen when running the steps above? -->
~~~
As this is an expected behavior the health checks should check the state the
VR and in case of BACKUP exclude this check.
~~~
##### ACTUAL RESULTS
<!-- What actually happened? -->
<!-- Paste verbatim command output between quotes below -->
~~~
Health Checks will fail and fill up the alerts with error messages.
