update, my issue is resolved. I was trying to install in lxc container for 
simplicity in lab environment. Putting it on bare metal solved everything. Idk 
what cause the issue in lxc (aside form the minimal image being so sparse) -- I 
was using `security.privileged=true` as well as `security.nesting=true` -- but 
nonetheless all guides lead to success for me on metal. Debian works as well. 
Perhaps the template script is attempting to mount a loop device? I'd have to 
look a little more closely. Might be a good idea to change the title and leave 
this here for others attempting a similar scenario.
   
   @inmanturbo yes, you need to allow mounting of ISO in lxc.
   if you use Ubuntu or debian, I can give your some suggestion on lxc settings.
