I always want at least two versions of GCC in the tree and selectable
with CCVER.
The FreeBSD folks have seen a lot of issues with -O2 with gcc-4, so
we need to be cautious. GCC-3 should stay in the tree at least another
year, even if we branch two versions of GCC-4 in-tree before then.
