That's a good point. Ok... but move that installed list of files
out of /var/db and into /etc. In fact, lets create an /etc/upgrade
directory and stow it in there. /etc/upgrade/Makefile*.inc,
/etc/upgrade/release, etc.... might be a good framework for any
future features we add to the upgrade system.
