I tried the build instructions on RHEL 8.2.
I have these repositories enabled:

[root@localhost sramaka]# yum repolist
Updating Subscription Management repositories.
repo id repo name
rhel-8-for-x86_64-appstream-rpms Red Hat Enterprise Linux 8 for
x86_64 - AppStream (RPMs)
rhel-8-for-x86_64-baseos-rpms Red Hat Enterprise Linux 8 for
x86_64 - BaseOS (RPMs)
sbt-rpm sbt-rpm

The build instructions do say that for CentOS the mxml-devel packages are not
available in the standard repositories and that the package has to be manually
installed.
