ICU4J 74.1 mentions this in the release notes:
{quote}New TimeZone API for getting the “primary” IANA time zone ID, rather
than the CLDR-canonical ID. (ICU-22452){quote}
It's possible this new API allows the "z" specifier to work as one might
expected.
I'm going to reopen this so we can investigate this new timezone API and see if
it makes a difference. If not, we can re-close as no-a-problem.
