Review Comment:
   It doesn't look like the indvidual packed parsers/unparser handle the nBits 
== 0 case, Before we were just returning when nBits was 0, should we revert the 
code, or just update the error to remove the suggestion of what could be used 
instead, and update the messaging to state nBits == 0 is not allowed.
