### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar issues. ### What happened In the event that the Jenkins API Proxy Service is unable to retrieve Jobs, the UI should degrade gracefully and Not allow malformed entries in the Jobs Selector Component. If No Jobs are available, the Selector should display a message stating that "No Jobs Available" (Follow existing pattern for Selector components no-data scenario) - [ ] Handle Jobs Failed when **Jenkins Data Scope** is being Created or Modified ### What you expected to happen If No Jobs are available the Jenkins Jobs Selector should render in a no-data scenario with no entries in the list. ### How to reproduce 1.
