   ### Summary
   Implement requirements proposed in #3934 
   - add `original_project` to `issues`, add `project_name` to 
`_tool_jira_issues`
   - modify Jira issue extractor and convertor to process the `project_name`
   - implement Jira issue label convertor
   - add new e2e test cases and modify the old ones
   
   ### Does this close any open issues?
   Closes #3934
