Review Comment:
   **Dead code: `rowCount == 0` is unreachable**: The caller 
`shouldGenerateAggregateByNdv` at line 108 already checks `stats.getRowCount() 
<= 0` and returns early, so `rowCount` can never be 0 when `groupByCardinality` 
is called. This check is dead code and should be removed.
