Review Comment:
Fixed for legacy and current payloads. The BE recursively reaches the hidden
system-table source, preserves asymmetric main/fallback settings, and ensures
the fallback pair is the system wrapper's immediate child even when a privilege
delegate's values are already safe. This keeps old-FE payloads and transported
source payloads on the same planning invariant.

Review Comment:
Fixed by normalizing the actual planning tree recursively instead of
deriving one value for the outer table. Relation options are applied first,
then every fallback leaf is validated/capped independently; absent leaves are
materialized only when the effective processor default would exceed 256. Tests
use a simulated capacity of 512 and cover both asymmetric mixed cases plus
all-absent leaves.
