   Pushed the follow-up fixes in 9731b5ed86.
   
   - Unified the Arrow converter hierarchy and prevented unsafe condition-cache 
reuse across Paimon timestamp schema evolution.
   - Fixed ORC UTC handling, Parquet INT96 inference, JDBC timestamp 
conversion/range handling, CDC timestamp transport, and Iceberg/Paimon 
timestamp partition semantics.
   - Routed legacy Paimon ORC LTZ encoding through the SDK compatibility 
reader; modern ORC and Parquet retain native reading. Updated regression 
expectations against source fixtures and explicit session zones.
   - Fixed historical second-resolution timezone offsets, year-zero Iceberg 
ranges, and timestamp boundary output/error handling. Native OLAP storage types 
are unchanged.
   
   Local verification completed before committing:
   - 52 reported external-regression failure entries verified (including the 
two muted entries). The catalog-upgrade case covered its affected Iceberg 
branch, not the unchanged Hive/Paimon upgrade branches.
   - 247 FE tests and 348 relevant BE tests passed without failures or skips.
   - 17 additional ORC/Parquet tests passed with a corrupted UTC zone file.
   - Final timestamp boundary/CAST and historical-offset SQL suites passed.
   - FE Checkstyle and clang-format 16 passed.
   
   The 17 muted Lance FE failures are a separate CI worker GLIBC_2.27 
dependency issue and were not changed. Both review threads have been addressed. 
A new build and review have been requested; their results are still pending.
