### What problem does this PR solve?
Issue Number: N/A
Problem Summary:
Root cause: DecimalV2 normalization relies on
`get_data_type_with_default_argument`, which recursively rebuilds nested types
at expression, descriptor and reader call sites even though the factory already
normalizes its types.
Normalize DecimalV2 execution parameters to `(27, 9)` at construction,
preserve original precision/scale for formatting and metadata, and retain
invalid-input checks. Remove the helper and all callers. `BINARY` continues to
map to `STRING` in the factory; `VARBINARY` remains unchanged.
### Release note
None
### Check List (For Author)
- Test
- [x] Unit Test: ASAN BE UT build/link passed; 206 focused tests, 205
passed and one existing skipped test. All six added tests passed.
- [x] Manual test: clang-format 16, build hygiene and clang-tidy passed.
- Full BE UT was stopped at the author's request; it is not claimed as
passing.
- Behavior changed:
- [x] Yes. Direct DecimalV2 construction always uses `(27, 9)` execution
parameters while retaining original schema parameters. Factory-created SQL
execution types retain their existing behavior.
- Does this need documentation?
- [x] No.
