Closing this since the original patch #18142 has been reverted. The correct fix would be to have `CoordinatorClientImpl.fetchLookupsForTier()` make synchronous requests using `ServiceClient.request()` instead of `ServiceClient.asyncRequest()`. -- This is an automated message from the Apache Git Service.
