### Description Create a `SegmentDiscoveryStatsMonitor` that takes care of segment discovery on broker for data sources. Adds a small POC in embedded tests as well. Alternate design considered --> - I initially thought of letting `BrokerServerView` implement the new stats provider to keep this implementation simple, however considering that there can be other metrics as well (segment removed, server added etc), it made sense to move the responsibility to a separate `SegmentDiscoveryStatsProviderImpl` that can be extended as needed. #### Release note <!-- Give your best effort to summarize your changes in a couple of sentences aimed toward Druid users.
