### Description
This patch was inspired by PR #18413 by @uds5501 in an effort to have a
simple K8s test
without relying on Druid operator.
This patch does not use MM-less ingestion as that will be addressed by
#18413 itself.
Credits to @uds5501 for writing up the method
`K3sClusterResource.loadLocalDockerImage`.
### Changes
- Add `K3sClusterResource`. It is similar in essence to
`DruidContainerResource`.
- Add `K3sDruidService` for each service pod using the given template
- Add `KubernetesClusterTest` which runs with the Druid image built by the
`docker-tests` GHA job
