URL: https://github.com/apache/druid/pull/19075
### Changes
- Set default value of `druid.sql.planner.metadataSegmentCacheEnable` to
`true`
- Update docs and tests
### Release note
- Set default value of `druid.sql.planner.metadataSegmentCacheEnable` to
`true`
- This config allows Broker to cache segment metadata polled from the
Coordinator rather than having to fetch the metadata for every query against
`sys.segments`
- This would increase the memory usage of the Broker, as it now needs to
cache metadata of all used segments.
