### Description This PR adds a new `AcquireMode.PARTIAL_RULE_HELD` which is like `AcquireMode.PARTIAL` but can only use 'bundles' which are held by a partial load rule, and so should rarely ever download any data on demand (small window of possibility during rule transitions). This mode is being added mainly to aid in testing and experimentation, and can only be set via query context. It is only useful for Dart, classic engines do not do partial loading and MSQ tasks do ephemeral loads and so are not held by rules. -- This is an automated message from the Apache Git Service.
